- Policy Changes: - Introduction of parental leave benefit ('Elterngeld') in 2007 - Expansion of Early Childhood Education and Care (ECEC) provision since 2005 - Passage of the 'Kinderförderungsgesetz' in 2008: All children aged 1 year or older will be entitled to a formal childcare place. Effects are positive in West Germany but negative in East Germany, where professional childcare was used less.
