- The number of vulnerable zones (political, geographical, or demographical). The higher the score the less stable a country is. F.e. the Netherlands have one vulnerable zone (i.e. score=1) because of the risk of floods; other vulnerable zones are (civil) wars, the risk of natural disasters (vulcanic activities, draughts, hurricanes, earth quakes, etc.), unsufficient food production, overpopulation, and (the risk of) epidemics. Expert rating on the basis of selected criteria.
